Remove exported `addAutoIpAddressToUser` API

Description

This API must no longer should be used by higher-level SDKs (electron, lynx), because the way how to indicate that Relay should (not) auto-infer IP addresses from sent envelope requests changed (see #16252).

Therefore, let's remove it in the next major.
