Summary
Reverts #7753, which removed the
create-issue-for-unreferenced-prworkflow.This workflow is needed because it automatically creates GitHub issues for PRs that don't reference one. These issues are synced to Linear via the GitHub-Linear integration, which means they can be added to Linear projects for tracking and planning. Without this workflow, PRs without issue references are invisible to Linear and cannot be included in project boards.
