ci(evals): Bump cloudflared to 2026.10.4 - #2239

Cloudflare requires cloudflared 2026.10.2 or later after distrusting eight eMudhra (emSign) intermediate certificates. Pin the eval jobs to the latest release and update the verified SHA-256 checksum. Co-Authored-By: David Cramer <david@sentry.io>

Cloudflare sent a security notice: every
cloudflaredinstance must run 2026.10.2 or later, because Cloudflare distrusted eight eMudhra (emSign) intermediate certificates. The behavioral and integration eval workflows pinned 2026.9.1.This change pins both workflows to the latest release, 2026.10.4, and updates the SHA-256 checksum that the workflows verify.
