Bumping certifi 2026.4.22 -> 2026.10.19 to clear GHSA-6q48-6c7w-9gw2.
Tier: minor. GA release.
Changelog: breaking items: the CA bundle removes ePKI Root Certification Authority, Atos TrustedRoot 2011, SecureSign Root CA12, and compromised emSign ECC Root CA - G3; Python API unchanged.
Used-surface: repo uses certifi only transitively through requests TLS verification; no changed CA or certifi API is referenced, see src/lago_agent_sdk/lago_client.py:70.
Fix shape: dependency, lockfile only.
