Template broken for TMS endpoints

Description
HTML templating is not working for the HTML encoding of the TileMatrixSets resource

Steps to Reproduce

• Apply html templating by following these steps.

      cat example-config.yml | grep themes
          path: /home/joana/git/tmp/pygeoapi/pygeoapi/themes/hand-drawn/templates
          static: /home/joana/git/tmp/pygeoapi/pygeoapi/themes/hand-drawn/static
  

      ls themes/hand-drawn/
      static  templates
      (pygeoapi) joana@invisurface:~/git/tmp/pygeoapi/pygeoapi$ ls themes/hand-drawn/templates/
      _base.html  tilematrixsets
      (pygeoapi) joana@invisurface:~/git/tmp/pygeoapi/pygeoapi$ ls themes/hand-drawn/templates/tilematrixsets/
      index.html  tilematrixset.html
      (pygeoapi) joana@invisurface:~/git/tmp/pygeoapi/pygeoapi$ 
  

• Visit the "TileMatrixSets" endpoint on a browser.

Expected behavior
The templating should be applied to the "TileMatrixSets" and derived endpoints.
