Description
This PR adds an updated issue templated for proposal of a new repo to the
gemaraprojorganization. As discussed in the Gemara Bi-weekly community meeting (09/03), the process for transferring repos or creating new repos should be transparent for contributors.The issue templates are processed by (1) obtaining maintainer approval of the new repo OR (2) if transferring from an external project, taking additional measures and raising discussion in community meeting (see meeting notes).
