Format LICENSE to enable automatic GitHub SPDX MIT detection #12

Description

GitHub's license detector (licensee) currently reports NOASSERTION / Other for the repository because the LICENSE file contains non-standard multi-party copyright headers alongside upstream Microsoft notices.

Proposed Changes

• Keep standard MIT license text in LICENSE with project copyright to allow GitHub's license detector to properly match the SPDX MIT identifier.
• Ensure upstream Microsoft copyright and licensing notices are cleanly preserved in NOTICE.md.
