This PR was created entirely via MCP tools — no curl, no embedded tokens, no auth headers in shell commands.

What was tested

Repo coverage

  • clio/dev — ❌ SAML-blocked (org requires SAML-granted PAT)
  • clio/mcp-servers — not mounted in this session
  • frison/_slash — ✅ fully accessible via MCP

Conclusion

Multi-repo PR creation with ZERO secrets in git events is confirmed working for repos the MCP token can reach. SAML-enforced orgs require a SAML-authorized token — no workaround exists at the protocol level.
