This pull request bumps the DevTools version from 2.61.0 to 2.62.0-dev.0 in devtools.dart and pubspec.yaml. It also prepares the release notes in NEXT_RELEASE_NOTES.md for the 2.62.0 release by clearing out the 2.61.0 release notes, adding TODO placeholders for most sections, and retaining a single entry under Debugger updates. I have no feedback to provide.

I kept the release note for #10021 as that was accidentally included in the notes for 2.61.0 which had already been shipped.
