chore(flow-php/flow): speed up and trim CI on pull requests - #2697

- run extension workflows on PRs only when their code changes - reduce macOS and telemetry matrices on PRs, full matrix on 1.x and nightly - cache compiled PHP extensions and drop redundant apt installs - fix Azurite readiness wait and shorten service health checks - extract shared Rust toolchain action, switch to rust-cache - unify codecov and upload-artifact pins
