Move the Avro, OpenAPI, Python and Rust bundle pins to the releases that implement MEP 0.2.0-draft.1 and keep 0.1 for this CLI. Move the Scala Elm provider pin to v0.5.0-M13. The Elm pin stays at extension/elm/v0.4.1 under its original identity.

Moves the published extension pins to the releases on MEP
0.2.0-draft.1. Each release also keeps MEP 0.1, so this PR proves that the Rust host still runs the bytes users install.bundles.avroextension/avro/v0.3.0extension/avro/v0.4.07f86a198…dd5fbundles.openapiextension/openapi/v0.4.0extension/openapi/v0.5.0691bb489…da4dbundles.pythonextension/python/v0.4.1extension/python/v0.6.0ce0cba07…727cbundles.rustextension/rust/v0.3.0extension/rust/v0.4.03b3ce74b…378cexecutables.scala-elmv0.5.0-M11v0.5.0-M13ef94fce3…0c94dThe docs and the example scenarios that name these versions move with the pins.
executables.elmstays atextension/elm/v0.4.1. It is the last release under themorphir-elmidentity that the CI job, the integration tests and the example scenarios use. Moving it tomorphir-elm-classicneeds test changes in the CLI that is being sunset. elm-classic 0.6.0 is released on MEP 0.2 and qualifies on the MoonBit host.Verification: the
morphir-cli-testjob runs the host compatibility suite and the Elm tests against these pins.
