Group Cargo dependencies across both workspaces into one Rust PR, including Ruff and all qualification-host crates. Include Rust, wasm-tools and maturin tool versions in that same group across their mise, Python build and workflow declarations. Group GitHub Actions into a second PR. The tool-specific rule runs last so workflow maturin versions stay paired with the Python build requirement.
Enable groupSingleUpdates for stable group branches and disable separateMajorMinor within both groups, so major/non-major updates do not recreate individual batches. Python and other unrelated tool updates retain their existing behavior. This changes Renovate grouping only, without changing dependency versions, schedules or automerge policy.
Validation: Renovate44.188.2 strict config validator; actual Renovate dependency extractors and package-rule engine over164 repository dependencies, with656 checks across major/minor/patch/digest matching, Rust tooling overrides, coordinated Ruff/host membership and an unrelated Python negative control.
