Preserve the pipx backend alias during qualification so Windows avoids the Unix-only registry installer. Record installer delivery and proposed current-MEP/process work as separate OpenSpec changes.

Install the published CLI through mise with either uv or actual pipx, using managed CPython 3.14 and wheel-only dependencies. Bootstrap pipx through an explicit portable PyPI backend alias, preserving installation order and avoiding mise's Unix-only short-name installer on Windows.
Candidate qualification installs the exact core/native/CLI wheels from an offline wheelhouse constrained by the release dependency set. Both installers check installed versions, compile/inspect/generate/recompile IR v3/v4 and execute generated models without Rust on PATH. Normal CI owns Linux checks; manual/native qualification and CLI promotion cover the existing five-platform matrix. CLI tags download the pinned published native wheels rather than rebuilding Rust.
Retain CLI wheel/source mirrors and independent WASM GitHub Releases. Reject incorrect WASM checksum contents, seal final asset names in SHA256SUMS, and recheck before publication. No tags or releases are created by this PR.

mise run checkpasses with 2,526 tests, 3 existing skips, 34 BDD scenarios and both type checkers. Workflow/site checks and both strict OpenSpec validations pass; both HTML designs render with loaded styles and no browser errors.Implementation source
48bf62abdf47a7950933f16ed79eed2bf29685bbpassed PR CI 40651590127 and qualification-only Release 40651808051. Both actual installers pass Linux x86_64/aarch64, macOS arm64/x86_64 and Windows x86_64. Per-platform receipts retain input/dependency digests and check identity; Linux x86_64 reuses the same-run Build receipt underrelease-scan-reports. The manual run skipped all publishers. Initial qualification found the Windows bootstrap issue and an Intel macOS network download failure; the replacement run passed both.Final source
3194281f8b6918db94616383d3fba27604c00e08changes only six files under these OpenSpec changes relative to the qualified implementation. Runtime, build, dependencies, toolchains, workflow and check definitions are identical, so the platform evidence applies under that verified equivalence. Final-head CI 40653759457 passed all selected checks. The proposed MEP work records the SDK numeric/string request ID prerequisite and upstream issue finos/morphir-rust#241; process implementation remains unstarted.
