docs(openspec): archive write-compact-ir-v4 - #49

Add the compact-writer, flattened-documentation and spelling-selection requirements to ir/v4 and the --v4-spelling requirement to tools/ir-interchange, and move the change to the archive. Rebuild the design page head from the template: the original was cut at a <main> inside the template comment, which left the comment open and dropped the asset links.

Archives the completed OpenSpec change
write-compact-ir-v4(#48, beadmorphir-ukvn.8.16.1).openspec/specs/ir/v4, and "Choose the v4 spelling on conversion" toopenspec/specs/tools/ir-interchange.openspec validate --specs: 8 passed.openspec/changes/archive/2026-10-27-write-compact-ir-v4/.design.htmlhead. The version merged in feat(ir): write the compact canonical v4 spelling by default #48 was cut at a<main>inside the template's comment, so the comment never closed and the asset links were missing. The head is rebuilt from the template, with the archive's asset paths.Documentation only.
