Upgrade the development toolchain and documentation/release runners to Python 3.15.2. The old frozen mypy/librt pair selected a librt source build that fails on Linux under Python 3.15. Refresh that pair to published versions with CPython 3.15 wheels, retaining strict typing and all existing checks.

The native wheel retains its abi3-py314 minimum and the library/CLI minimum stays Python 3.14. Update the two release-step labels to reflect their selected interpreter.

Validation: an explicitly selected local CPython 3.15.2 environment installs all frozen workspace/dev dependencies and passes mise run check: 2,638 tests, five intentional skips, BDD, strict mypy/pyright, Ruff and formatting. Current-head CI also checks a newly built portable wheel and documentation/host recipes before merge.
