Replace fiboa publish with the Portolan workflow, documented for agents #335

fiboa publish predates Portolan: it converts, validates, builds PMTiles with ogr2ogr and tippecanoe, writes a README and LICENSE, and runs aws s3 sync. Portolan now covers the publishing part (portolan add --pmtiles for the STAC collection, PMTiles and checksums, portolan metadata/readme for the documentation, portolan push for the upload). Rather than keep or rewrite our own script (the rewrite in #214 was closed), remove it and document the steps.

  • Remove fiboa_cli/publish.py, tests/test_publish.py, tests/data-files/publish/, its registration in registry.py and in tests/test_command_modules.py, and the README section "Publish datasets to source coop or your own s3 repository". Add a "Removed" line to the CHANGELOG.
  • Replace the section with a short "Publishing with Portolan" that an agent can follow step by step: fiboa convert, fiboa validate, portolan add --pmtiles --datetime <campaign>, the metadata, portolan check, portolan push. Point to the Portolan skills rather than repeating them.
  • Check whether fiboa create-stac-collection adds anything Portolan's collection.json lacks for fiboa (the extensions, the column descriptions). Keep it only if so, and say in the README when to use it.
