Update packages and add a new deployment option using App Service
The original Microsoft repository has been archived. This commit updates documentation and configuration files to reflect the project's continued development under the `fboucher/AzUrlShortener` fork. All links and ownership references now point to the active repository. An outdated `prompt.txt` file has also been removed.
Adjusts GitHub Release and License badge URLs in README.md to point to the `fboucher/AzUrlShortener` repository, completing the migration from the archived Microsoft repository.
