An existing workspace key holder could remain on Connecting indefinitely because another teammate had not registered an encryption identity. Keep personal and shared sync running with the existing active grant without changing key provisioning for members who still need a key.

Validation: reproduced the failure before the fix; 4,384 desktop tests, typecheck, i18n, formatting, lint, 82 CI script tests, and license-boundary checks pass. Signed staging sync and cloud-restore verification is in progress. Zizmor reports existing workflow findings; this change does not modify workflows.
