parse_setting_uri_https/2 raised case_clause for a URI without a scheme, such as /userinfo, and for a string that uri_string:parse/1 rejects. A discovery document with such a value made the provider configuration worker crash instead of retrying with its backoff. The function now returns {error, {invalid_config_property, {uri_https, Field}}} for these values. New tests cover both cases.

Fixes #554
