- Treat them as production-quality packages
- Avoid pushing facility-specific content into shared channels

This is especially relevant when consuming shared channels such as `ess-conda-local`, while still needing local extensions.

I agree that this is confusing. This was under the assumption that you still planned to use ess-conda-local as a shared baseline channel to build on top of. But if I understand you correctly, you're moving the general/central module recipes to conda-forge, maybe I should remove all references to ess-conda-local?
If a facility wants to build their own channel/environment, they are to use conda-forge plus their own facility based channel?
