What type of PR is this?

docs: fix dead external links

What this PR does / why we need it:

Three external links in the task docs return 404. I found them with lychee and checked each with curl.

  • Proxy access log, gRPC ALS sink: the page links to examples/kubernetes/envoy-als.yaml. That file was removed in o11y: use envoyalsreceiver #5440, which moved the docs to the OpenTelemetry Collector envoyalsreceiver. The sentence now points to that receiver and notes that the collector from gateway-addons-helm already serves it on port 9000, the otel-collector.monitoring:9000 backend the example below uses.
  • Threat model: the CNCF Software Supply Chain Best Practices paper moved in cncf/tag-security. Its new path is community/working-groups/supply-chain-security/supply-chain-security-paper/CNCF_SSCP_v1.pdf. This link appears twice on the page.
  • TLS with cert-manager: the ExternalDNS Gateway API guide moved from latest/tutorials/gateway-api/ to latest/docs/sources/gateway-api/ when ExternalDNS reorganised its docs.

I applied the same changes to latest and v1.9, as #10238 did. All the new URLs return 200.

Which issue(s) this PR fixes:

None. I found these while link-checking the site.

Release Notes: No

I used an AI assistant to help find and check these links. I reviewed every change myself.

…ExternalDNS guide

- examples/kubernetes/envoy-als.yaml was removed in envoyproxy#5440 in favour of the
OpenTelemetry Collector envoyalsreceiver, so point the ALS sink section at
that receiver (which gateway-addons-helm runs on port 9000).
- The CNCF supply chain security paper moved under
  community/working-groups/ in cncf/tag-security.
- The ExternalDNS Gateway API guide moved from tutorials/ to docs/sources/.

Applied to latest and v1.9.
