Moves libxev to endel/libxev kqueue-fixes (6f8278b): our kqueue rearm fix plus mitchellh/libxev#224 by @bryanjeal, which makes tick(0) flush pending EV_DELETEs (a disarm could otherwise leave a stale filter pointing at a freed completion), resubmits .rearmed non-kqueue completions (close, shutdown) instead of cancelling them, and clears next on completions pushed from submit.

The two fixes touch the same .rearm arm; combined, a completion still registered with kqueue stays .active, one never registered is resubmitted as .adding.

Tested: libxev tests on macOS and Linux; quic-zig zig build test (macOS, Linux) and zig build fuzz (macOS).
