Template linting is not enabled with ember-template-lint installed in workspace root #452

ember-template-lint must be installed in the project itself for ember-language-server to run template linting. If it's installed in the workspace/monorepo root, it will not run even though this scenario works just fine when running ember-template-lint on the command-line.
