docs: restore the overview as a linked layer - #14

Restores docs/OVERVIEW.md (owner call: it earns its place as the newcomer/verification landing page) and wires it into the layout tree and Documentation section so it is a linked layer rather than a parallel front door. #13 was merged at its intermediate state (the fold), before the owner's decision to keep the overview landed on the branch. This restores docs/OVERVIEW.md — newcomer + verification landing page with the isolation benefits, A-to-Z setup, claims table, and FAQ — and reverts the README to its leaner pre-fold form, now linking the overview from the layout tree and Documentation section. README = operational front door; overview = orientation layer; disjoint content, no drift surface.
