elementary OS is a free software licensed, open source, Linux-based operating system developed by the California-based software company elementary, Inc.
elementary OS is made for folks wishing to use a non-invasive and non-exploitative operating system on their personal computers but aren’t the type of enthusiasts who want to tinker with complex operating system internals. It appeals especially to folks who are concerned about digital privacy and consent, inclusive design, and tech ethics.

No, due to technical differences, you cannot currently boot elementary OS directly on Apple Silicon Macs (e.g. "bare metal", "dual-boot"). In order to run elementary OS on Apple Silicon, you must first boot into macOS, and then install the 64-bit ARM version using a virtual machine application (e.g. UTM, Parallels), where it will run inside of macOS without Intel translation.
