Resolves REVIEW #6 (render-into-existing-sources over GitCatalogSource), records the two folded-in decisions (definition-with-the-site, check-only gate), and updates the ch.13 roadmap position: slice 4a done, 4b (k8s renderer) demand-gated, then slice 5 UI.
