Stabilize pr-check by pinning chectl install channel to stable

pr-check is failing during Che deployment in GitHub Actions because the chectl binary pulled from next currently crashes with ERR_REQUIRE_ESM in server:deploy. This change removes that unstable dependency from the workflow path.

• Workflow hardening

  • Update .github/workflows/pr-check.yml to install chectl from stable instead of next.
  • Scope is intentionally minimal: one-line channel switch in the existing install step.

• Failure mode addressed

  • Prevents runtime breakage in deployment caused by incompatible module loading in the next CLI build.
