Evaluate enabling Biome and Zizmor in Super-Linter #10639

Summary
The Super-Linter upgrade in #10624 introduces Biome formatting/linting and Zizmor GitHub Actions security auditing into this repository's CI. These validators expose existing formatting drift and workflow findings, changing the behavior of a dependency-version-only update.
Keep the validators disabled for the upgrade, then evaluate and enable them in a dedicated change.
Follow-up
- Review Biome's formatting and lint findings; decide on the intended scope and formatting baseline.
- Review Zizmor findings and address valid workflow security issues, including checkout credential persistence where appropriate.
- Enable the validators in Super-Linter and verify the checks pass on the repository.
