chore(ci): Node 24 actions, .NET 10 SDK, test on Ubuntu 24.04 and 26.04 - #20

- Actions moved to their Node 24 majors: checkout v7, setup-dotnet v6, cache v6, upload-artifact v7, download-artifact v8, semantic-version v6.0.2, release-changelog-builder v6, action-gh-release v3 (NuGet/login@v1 already runs on Node 24). The old upload/download-artifact v3 in the per-package workflows no longer work at all. - The publish workflows install the .NET 10 SDK too: the projects target net10.0, which only built because the image happened to have it. - Tests.yml builds the whole solution as the publish workflow does and runs on ubuntu-24.04 and ubuntu-26.04, ahead of ubuntu-latest moving to 26.04 (2026-10-19 to 2026-11-19). GitHub warned in the last publish run that the actions still target the deprecated Node 20, and that
ubuntu-latestmoves to Ubuntu 26.04 from 2026-10-19.Actions → Node 24 majors
Breaking changes checked against our use:
major_pattern/minor_patternourselves..github/release-notes-config.jsonhas no transformers.The per-package workflows were on upload/download-artifact v3, which GitHub retired: those would fail if run.
.NET 10 SDK
All publish workflows now install 10.0.x next to the matrix version. The projects target net10.0, which only built because the runner image happened to have the SDK.
Ubuntu 26.04
Tests.ymlbuilds the whole solution like the publish workflow and runs the tests onubuntu-24.04andubuntu-26.04. The publish workflows stay onubuntu-latest. Once the migration is done (2026-11-19) the matrix can go back to one OS.Effect of merging
