build fails with error "cannot range over pr.All() : requires go1.23 or later (-lang was set to go1.16; check go.mod)" #6708

When including the repo as a dependency, there is a build error.
It looks like to happen in/from github.com/docker/cli v29.1.3
Reproduce
See https://go.dev/play/p/jP2urcULY4l and try to run it.
Expected behavior
That it builds.

when using v29.1.2, it does build.

Probably will be after the new year; we have limited staffing during the Holidays, so deploying new releases is currently constrained, except for critical situations.
