Language filter is not accurate

See image, but it looks like CSS/npm/etc issues are tagged 'Python' incorrectly. Perhaps the project they are in has some python in it? But this isn't helpful if I am interested in hacking on some python issues.

@snakescott one of the problems on how Govcode works is that we pull the language info from what Github thinks the main language for the repo is and we use it for the issue filter.

That is not very granular, Can you think of any other way that we can make it more so?
