Raise all three package versions to 0.2.1 to exercise the staged npm release workflow. No runtime changes.
Verified locally: typecheck, script tests, integration tests (175 passing), and packages:verify. The repository-wide Prettier check sees the untracked NPM_RELEASE_PLAN.md in this worktree; the four changed files pass Prettier.
