Audit terminal and activity specs; fix recovery controls, launch state and push preview

C1 CSI and movement controls currently leak payload/final bytes into recovered agent IDs. Give ESC/C1 controls equivalent parsing and conservative boundaries, with exhaustive standalone parity coverage. Re-seed delayed interactive commands immediately before the PTY write so a fresh shell prompt cannot leave a running restore/split command marked idle; preserve shell-reported CWD and authentic integration precedence.

Use one bounded, approval-ordered push target selector for send and Settings preview so older excluded subscriptions are no longer advertised.

Audit terminal semantics, escapes, agent recovery, activity and helper context against their source and tests. Correct encoded-versus-decoded bounds, active await-ID suppression, and helper Reset eligibility. Put WATCHING lexer mechanics beside its canonical implementation, defer syntax/settings shapes and reply grammars to their code owners, and retain cross-consumer invariants, provenance, deadlines, and Future designs. Ratchet reduced spec budgets.

Validation:

• Control/recovery/protocol: 369 tests across7 files passed.
• Activity/semantic state/context/push: 586 tests across8 files passed (suites overlap).
• Reproduced launch and control failures before fixes; push preview regressions failed before and passed afterward.
• Library typecheck and complete root pnpm build passed, including Hosted dry-run bundles.
• Spec lint and23 mutation checks,15 public-doc checks, and remote structural lint passed; mutation tests ran in an isolated clone.
• Independent applied code/spec review found no lost invariants or staged design.

Windows baseline recovery-mode and injected-platform enrollment path failures are being repaired in the dependent host chunk; native shutdown, real-agent restarts and mobile hardware are not claimed by these focused tests.
