Meta Device Cloud Release

This repo uses the latest released tag of the device-cloud-python repo. This tracks the latest PyPi release of device-cloud-python. The same tags will be used as in device-cloud-python of the format YY.MM.DD, e.g. "18.05.16". A git hub release will also be created. The master branch will continue to have the latest and greatest patch fixes, but the recipes-iot/python/release.inc will always point to the latest release tracking Pypi.

Going forward, release notes will be added in the Pages section on the right.
