docs: fix links to rio-tiler documentation - #1509

The rio-tiler docs are now versioned and served under /latest/; the old unversioned URLs return 404. The v4 migration guide also moved to migrations/.

The rio-tiler docs are now versioned and served under
/latest/, so the unversioned links (e.g.https://cogeotiff.github.io/rio-tiler/readers/) return 404. The v4 migration guide also moved tomigrations/v4_migration/. This updates all affected links.
