feat(retired-links): check retired repository links by default - #742
The shared check that catches documentation links to retired repositories still has to be switched on by each caller. Its measured observation period raised no false alarms, and all twelve repositories that use it today already switch it on, so the extra setting only adds a step for the next adopter to remember.
What
The check now runs by default. A caller can still switch it off with one setting, and every existing caller keeps working unchanged. The setting stays as a supported off switch rather than being removed, so no caller needs a follow-up change.
The retired-link guard now runs unless a caller passes enabled: false.
All twelve repositories that call it already pass enabled: true, so no
caller changes behaviour; the input stays as a supported off switch.
Fixes#269

Note: CodeRabbit is an incremental review system and does not re-review already reviewed commits. This command is applicable only when automatic reviews are paused.
The action now validates retired-repository links by default. Setting enabled to "false" disables validation without removing the workflow step. CI checks the default behavior for valid and invalid fixtures. The action README and workflow guide document the default and the supported off switch.

Full details: Linked Issues check
Explanation
Issue #269 has one remaining coding objective: decide whether enabled can default on. action.yaml sets enabled to "true", keeps enabled: false as a supported off switch, and preserves rejection of other values. The CI changes test omitted input, explicit false, invalid input, successful validation, and failure output boundaries. The README and validation guide document the new contract. The supplied PR evidence states that existing callers already set enabled: true, so this change does not silently enable an existing caller or broaden scan scope.
Full details: Out of Scope Changes check
Explanation
The changed action declaration, documentation, and CI tests directly support Issue #269's default-on decision and its compatibility requirements. The tests cover default behavior and the retained disable path. No unrelated implementation or scope expansion is shown in the supplied PR evidence.

Explanation
No functions found in the changed files to evaluate docstring coverage. Skipping docstring coverage check. Docstring coverage is scoped to functions touched by this diff. Analyzed 0 functions across 0 files. (4 skipped: 4 unsupported.)

Advancing the review lane after the accepted Codex request at 00:16:03 UTC still reports running with no substantive result at 00:51 UTC, more than 35 minutes later. Other exact-head Codex requests in this run have completed; this request's acknowledgment is not a review verdict. CodeRabbit's most recent repository response reports its included-review limit. Its earlier finding on this head was explicitly withdrawn after the issue's decision was recorded. The source head has not changed, no findings are discarded, and all native CI remains required. This records a bounded provider stall, not a successful Codex review.
Ready at signed head addf59190e96dd4b1ba1cacfd26002cf0dc56aaf. The complete native CI run 40137589419 has 237 jobs: 197 successful and 40 intentionally skipped. It is the successful full run following the older cancelled run, rather than a failed-job-only rerun. GitHub reports CLEAN.
The native default-input positive and rejection controls pass, with explicit-false and malformed-value behavior preserved. The full fresh consumer census covers 23 active repositories, 189 workflow files and 61 composite-action metadata files. All 28 direct or composite uses across the 12 external consumer repositories explicitly enable the check. Their source files were individually fetched and Git-blob-hash verified. The actual rendered action README's default and supported off switch were inspected.
CodeRabbit explicitly withdrew its sole finding after #269 recorded the retained compatibility decision. The subsequent Codex request acknowledged this head but remained running beyond the bounded wait; it supplies no review verdict. The next supported lane, Cursor Bugbot check 121034657839, completed successfully at this exact full head and reports no issues. Complete comment, review and thread readbacks show no outstanding findings and zero unresolved threads.
The existing interactive PR body has the required Why/What structure and its Claude Code attribution; that attribution is preserved. The routine-role disclosure checker does not apply to that original interactive body. No source or head change was made during review. Promotion and protected merge retain every native protection, and release/readback will be verified separately before #269 is counted complete.
