Why

The frozen Actions repository must stop receiving managed configuration before its authorized deletion. Leaving those declarations behind would cause reconciliation failures after removal.

What

Withdraw its managed labels, permissions and two team grants without deleting their hosted objects. Add blocking regression coverage against restoring that management, while retaining live-coverage protection until deletion is independently verified. Consumer migration, signed publication and observed withdrawal remain required before repository deletion.

📝 Walkthrough

The change removes managed labels, repository permissions, and team grants for the legacy actions repository. It adds a validator and tests for rendered manifests, updates coverage checks, and runs the retirement test in CI. The documentation states that withdrawing the manifests does not delete hosted objects and lists prerequisites for deletion.

Fixed both review findings at signed head 575741f0d8f5726a812065ba6944de9faf5f0ad1.

The render selector now compares repository identifiers case-insensitively in both provider phases, and checks a Repository's crossplane.io/external-name annotation as well as desired names. Existing managed Repository declarations use that adoption annotation; an Observe-only resource still targets its external repository even when the desired name differs. No provider schema or permission was changed.

Added four mixed-case provider-field controls and an annotation-bound Observe-only adoption control. The original selector accepted the new negative control; the repaired selector rejects all five. The real complete render remains clean, and empty, malformed, missing and partial-parser-failure controls still report UNKNOWN. Added purpose comments to the three touched helpers. Retirement and partial-read suites, shellcheck and diff checks pass.

This head needs fresh native CI and substantive review. The change still only withdraws declarative management; repository deletion remains gated on the last consumer's signed publication, complete zero-consumer census, observed GitOps withdrawal and private recovery backup.

cr:no-gate@575741f0d8f5726a812065ba6944de9faf5f0ad1 — current-PR provider quota, not a code verdict.

CodeRabbit's completed review at 19:59:04 UTC reports one included review per hour and zero remaining. Its two findings are fixed and answered at this signed head; all threads are resolved. No exact reset time is published, and a new head does not reset the still-current allowance. The evidence is this PR's completed review, not an inferred account-wide refusal.

The current-head no-gate guard reports ADMIT. Fresh native CI, including metadata revalidation, is green; the forge reports CLEAN. Proceeding in order to Codex without a redundant CodeRabbit request or paid overage. No merge or security gate is waived.

Current-head review availability, 575741f0d8f5726a812065ba6944de9faf5f0ad1:

  • The Codex request at 20:54:14 UTC was acknowledged by summary 6351088600 at 20:54:16. After more than 30 minutes it still reports only running, with no subsequent substantive review, findings or completion. The sole watcher was stopped, and a fresh complete no-gate scan admitted codex at this unchanged head. This is a bounded stall, not a clean review.
  • The earlier CodeRabbit hourly refusal has expired. Its current-head no-gate scan also admitted this unchanged head, so the ordered loop returns to CodeRabbit rather than treating an expired refusal as permanent unavailability.
  • Full current-head CI is green, native merge state is CLEAN, and both repaired threads are resolved. A substantive current-head review remains mandatory before promotion.

Fixed review 5621149801 at signed head 9f29611412d4442b79137909afd2e20a0d1bce3b.

The rendered-state guard now checks adoption identities for all four withdrawn resource kinds, not only desired-state fields. Repository, IssueLabels and RepositoryPermissions use the repository name; TeamRepository uses the provider's team-ID/slug plus repository identity. These formats are bound to the pinned provider's import definitions. Matching remains case-insensitive for repository names, and an unrelated repository or a team merely named actions is accepted.

The new Observe-only controls reproduced the old false withdrawal result before the fix. All adoption, unrelated-target, existing desired-state, complete-render and failed-read controls now pass, as do ShellCheck and all 15 documented baseline validations. No resource, permission or live configuration was added. Fresh native CI and a new substantive review are still required at this head; this resolution is not a review verdict or deletion authorization.

Readiness at signed head f68c9f82608574db6df0cb2b8d596cb752797fc7:

  • Current-head Codex receipt 6353327038 (2026-10-22 23:09:20 UTC) is substantive and green. The complete review-surface guard confirms GREEN with no companion findings; every review thread is resolved. CodeRabbit's current refusal was recorded, not counted as review.
  • Full current-head native CI and required admission/checks are green; the head is conflict-free and GitHub reports CLEAN. The published body passes the effective repository template, and GitHub verifies the commit signature.
  • User evaluation exercised the actual candidate render and retirement validator, not filenames alone: it finds no managed retirement targets, still rejects restored targets and all case/import identities, and rejects incomplete reads. The latest finding was reproduced as exit 0 for a truncated document and corrected to UNKNOWN/exit 2 across 32 malformed managed-resource controls, preserving valid empty Observe-only provider objects. All fifteen baseline validations and ShellCheck passed.
  • Existing live management was observed read-only before withdrawal, including explicit non-deleting lifecycle policies. No hosted repository or live permission was deleted by this PR or by that observation.

This removes recreation/management declarations and retains the live-coverage exemption until actual deletion. Delivery still requires the normal signed release/publication and successful read-only observation that the withdrawn managed resources have disappeared. Repository deletion remains a separate guarded action under #240, also waiting on the website/aggregator retirement corrections. Neither merge nor an empty/failed API read will be presented as completed deletion.

Delivered through protected merge at reviewed head f68c9f82608574db6df0cb2b8d596cb752797fc7, signed squash 6f1dee9557a939cc24ca2c562ea775d05e01564d (2026-10-22 23:13:21 UTC).

Normal v12.0.1 release run 39870351500, main CI 39870351841 and publication 39870416099 all succeeded. Anonymous Cosign readback independently verified the exact signer, source commit, normalized version, digest, source ref and publication run/attempt bindings for:

ghcr.io/devantler-tech/github-config/manifests@sha256:d099e31e5d243dee0b997e24dc15ff76d4240edcac75b495336a2ed7d19d0f75

Read-only live observation then verified that the source-bound reconciliations applied that exact revision and are Ready. Complete successful managed-resource inventories show all four withdrawn resources absent, while retained same-kind controls are present. Failed, empty or incomplete reads were not counted as withdrawal. No cluster mutation or GitHub permission change was made outside the reviewed normal pipeline.

This completes management withdrawal, not repository deletion. #240 remains open for the website/aggregator corrections, final stable consumer/policy census, backup/identity rebind and explicit deletion verification. The retained coverage exemption is intentionally unchanged until the repository is actually deleted.
