Retire the unused .NET workflow export and dormant org gates #703
Retire the catalogue's unused .NET workflow export after the template's verified native migration.
Details
The .NET template owns its ordinary three-platform test workflow and has active repository-owned requirements, verified positive and intentional-failure controls, and merged final contributor guidance. No production job-level caller remains for the catalogue wrapper. A complete fresh effective-policy census found no active portfolio consumer of the old language-selected .NET organization policy.
Checklist
Retire the unconsumed language policy and clear stale workflow references from the two inactive .NET policies, preserving managed identities and non-deleting lifecycle.
Release, reconcile and observe the actual empty/disabled policies before deleting their former source.
Remove the unused wrapper while preserving the shared .NET action, real multi-platform action coverage, credential boundaries and selector/reducer controls.
Update the catalogue and deployment guidance, validate, review, protected-merge and verify release/deployment.
Dependencies
Part of #287. Native template migration: devantler-tech/dotnet-template#534 and #544. No new App or credential permission is needed. Historical immutable workflow releases remain available.
Verified the protected merge as signed d99652817a5e74e67e6a3d1d996d382a18a1c35b; its tree exactly matches reviewed head bbf757aceff4213ad23b4e163f5caff2298e1609.
Release v10.0.2 points directly to that merge. OCI publication 39730478352 succeeded. Main CI 39730424899 completed all 238 jobs across three pages: 192 successful, 46 skipped, none pending or failed.
Fresh managed-resource readback confirms native rulesets 3716863 and 24544485 are both disabled and Ready/Synced, with one all-false inert rule and no required-workflow association. The replacement repository rule 25594865 remains active, default-branch-only and without bypasses, requiring all three distinct .NET platform results from GitHub Actions.
The policy-association stage is delivered. #703 remains open for the separate removal of the former shared workflow and migration of its catalogue-only fixture callers; those files were deliberately retained until this native proof.
Duplicate-delivery reconciliation: #707 at e768a6f54c1ea977e2fd2e76a980e33f4631654a and #708 at f4150b7d4c0e7c3ee825428598d509f4f7c32994 both remove the same unconsumed .NET export. #708 remains the delivery candidate and retains the native fixture coverage.
Before this issue is complete, reconcile the remaining catalogue index and workflow-ownership guidance against the final native fixture layout. #707 also contains an explicit refusal to restore the retired export and matching regression coverage; preserve that safeguard or record an equivalent tested control in the surviving delivery. These unique changes remain available in #707.
The scanner syntax recommendation on #707 was already refuted and its thread resolved. This reconciliation does not establish #708 readiness, merge, publication or completion of this issue.
