Return UNKNOWN when governance audits abort before completion #407
The admin-team and repository-coverage checks return success when an unexpected unset-variable abort occurs under the host Bash 3.2 runtime. Their EXIT cleanup can preserve a zero status even though the check never completed. A scheduled reporter could then close a real governance gap.
A controlled copy of each current script, with an unset-variable probe immediately after its EXIT trap, prints the abort and exits 0. No API read or settings write occurs in the reproduction.
Acceptance
Record successful completion explicitly and return UNKNOWN (exit 2) for any premature abort. Preserve measured drift (exit 1), normal complete success (exit 0), and private temporary-file cleanup. Add regression probes for both scripts under supported Bash runtimes and wire them into required CI before scheduling the combined audits.
