Evidence
#165 chose snapshot, freeze, repoint. After #235 lands, the same code lives in two repositories. Any change made only in devantler-tech/actions would silently diverge, and consumers not yet repointed still run the actions copy.
Problem
Without a visible freeze, contributors and agents keep landing changes in actions out of habit, and its open issues and pull requests stay attached to a repository that is about to be archived.

GitHub left one source behind,actions#1136, and it is closed as a duplicate of Decide whether same-repository automation branches (release-please, ksail-bot, botantler) should receive signed fixer commits #278, which has its type and board status restored. Every transferred issue kept its issue type and project-5 item.actionspull requests remain open. The one urgent fix made during the freeze, devantler-tech/actions#1387 (the dependency-review fork skip, dependency-review skips fork pull requests named release-please--* #264), merged and was carried into the import.
