Plan snapshots, per-node timings and hardware tracking, consumed by stratum-gui. Inspection only and off by default: enabled via set_config(diagnostics_dir=..., hardware_utilization=True). All code lives in stratum/_instrumentation; the scheduler exposes one optional observer hook and the API calls hooks that no-op when disabled. Disabled, the scheduler is indistinguishable from main (3.81 vs 3.87 µs per no-op operator); API hooks add ~0.2 µs per grid_search/evaluate call.

Plan snapshots, per-node timings and hardware tracking, consumed by stratum-gui. Inspection only and off by default: enabled via a new separate dev_config(diagnostics_dir=..., hardware_utilization=True). The new DEV_FLAGS are now completely separated from the user facing configs to start cleaning up the current polluted configs.
