ci: run the integration tests on Windows - #4
Merged

Conversation
Adds a windows-latest job (Python 3.10 and 3.14) that runs tests/test_integration.py against the x86_64-pc-windows-msvc qsv and qsvlite builds. Unit tests are not run there: the fake qsv relies on a shebang and skips on Windows, so process-group cleanup stays untested. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Summary
Adds a
test-windowsCI job onwindows-latestwith Python 3.10 and 3.14. It runstests/test_integration.pyagainst thex86_64-pc-windows-msvcqsv and qsvlite release builds. This covers starting qsv, error classification,count/headers/stats/frequency, capability detection, and passing a.exepath viaQSV_BIN.Not covered: the unit tests, including timeout and cancellation cleanup. Their fake qsv relies on a shebang, so it skips on Windows. The package still doesn't claim Windows support in its classifiers; a Windows-compatible fake qsv would be the next step if that's the goal.
This is independent of #3, and the two shouldn't conflict.
