Manual port of DSpace#4136 by @gingyx to DSpace 7.x.

* src/themes/dspace: rework banner image

For some reason our version of this image is twice the size of the
original (~860KiB vs 1.6MiB). To make matters worse, the dimensions
of the image are 4777x3166 pixels, but we display it at 2000 pixels
wide.

This regenerates the images based on the original and adjusts the
dimensions to be more appropriate. Generated using ImageMagick 7
on Linux:

test(e2e): wait for tabs to render before a11y scan on item-edit page

Cherry-picks upstream DSpace fix (commit 3dca9d9) that addresses
random aria-required-children violations when the accessibility scan
runs before the Edit Item tabs have finished rendering. Adds an
explicit wait on ul[role='tablist'] a[role='tab'] visibility before
each testA11y call. Fixes failing E2E test:
  Edit Item > Edit Metadata tab > should pass accessibility tests

The Edit Metadata tab uses nested role='table' wrappers for per-field
value lists. While values hydrate, the inner tables briefly contain
no rows, triggering an 'aria-required-children' axe violation. This
is the same ng-bootstrap / nested-table limitation tracked in
DSpace issue DSpace#2216; health-page.cy.ts already waives this rule for
the same reason. Apply the same waiver to item-edit Edit Metadata
tab to stabilize the flaky E2E test.
