Header with Back to console pill, title, sticky scroll-spy section nav (horizontal tabs on mobile) and Voice / Dispatch / Map / Appearance / Connection cards per design.md §4.3. Controls hold local state only; SettingsProvider, persistence and backend URL validation are not wired. Slider and select are native elements styled locally until shadcn slider/select are added. Replace the dashboard at / with the landing page from design.md §4.1: nav, hero with sample call card and wave rings, multi-agent pipeline grid, human-in-control priority scale, static resource map illustration, CTA band and footer.
