"prioritize hovered image" doesnt work for rejecting/rating

Is there an existing issue for this?

• I checked and did not find my issue in the already reported ones

Describe the bug

With "Prioritize hovered image over the selected images" rejecting an image (by pressing r) or rating still rejects/rates the selected not the hovered image. However for e.g. applying color labels the hover is respected.

Issue is NOT present in 5.6 but in the current nightly.

Steps to reproduce

Make sure "Prioritize hovered image over the selected images" is enabled in preferences/lighttable

Go to lighttable
Select image A
Hover image B
press R
observe Image A being rejected

Expected behavior

reject the hovered image

I think this is solved in #21726, not related to the issue by the way
