Returns a hashtable instead of PSCustomObject - useful for splatting into other cmdlets. Follows the same pattern as Get-BapTenant. Regenerated parameter unit tests (6/6 green on Pester 6) and docs.

Adds -AsHashTable\ switch to \Get-PpePublisher, returning a hashtable instead of PSCustomObject. Useful for splatting into other cmdlets. Follows the same pattern as \Get-BapTenant.
