Consolidates Dependabot PRs #562, #565, and #566. - NuGet: docfx 2.81.0, Microsoft.Extensions.* 10.0.12, SourceLink 10.0.401, CodeCoverage 18.11.2, OpenTelemetry 1.19.1, coverlet.collector 10.1.0, Verify.XunitV3 33.1.5, xunit.v3 4.0.1 (with explicit xunit.v3.extensibility.core references in affected test projects). - Actions: zizmor-action v0.6.4, codecov-action v7, codeql-action v4.38.1, setup-ruby v1.324.0. - Declare Verify's OpenSource SponsorCheck exemption (through 2027-10) for test projects; Verify 33 fails the build with SC021 otherwise.
