Bump .cicd to wamp-cicd 4c2f9ac: just land refuses open A18 decisions, just where lists them - #1980

.cicd: 38ded6a -> 4c2f9ac (wamp-cicd main). Brings wamp-cicd#76: `just land` refuses a branch carrying an open A18 decision (.decisions/<aspect>/OPEN-*.toml) and `just where` lists open decisions; also crossbario#51 (a branch that moves a tooling pin lands as a maintainer-signed merge) and crossbario#63 (no land without the audit file). templates/ and community-files.sh are unchanged between the two.
