Default-route turns now assemble this-room context so a host shared across rooms is not asked with another room's history. Replies post only into the workbench that has a running turn, instead of every membership.
A host shared across rooms can have a running turn in each. The orchestrator must not treat every running row as a destination, and must not silently drop when correlation is missing.
Correlate the inbound event to a single room. Never post one reply into two running turns. Log when correlation is missing. https://linear.app/abklabs/issue/CL-7172
