Fixes CL-7125 — https://linear.app/abklabs/issue/CL-7125

Problem

CI (.github/workflows/ci.yml) installs bun-version: latest in every
job via oven-sh/setup-bun@v2, so CI's Bun version can drift day to day.
Meanwhile the repo pins @types/bun to 1.3.14 in package.json:54, and
there was no .bun-version file for local installs or CI to align to.

Change

  • Add .bun-version pinning 1.3.14 — matches the local bun --version
    and the @types/bun pin, so no discrepancy to reconcile.
  • Replace every bun-version: latest with bun-version-file: .bun-version
    in .github/workflows/ci.yml (5 jobs). oven-sh/setup-bun@v2 supports
    bun-version-file per its action.yml.
  • README Quickstart: mention .bun-version as the pinned version, since
    the section already states the Bun requirement.

Tests

No unit test applies (CI config + version pin file). CI itself is the
proof: every job now installs the pinned 1.3.14 instead of whatever
latest resolves to at run time.

CI installed bun-version: latest with no repo-level pin, while
@types/bun is pinned to 1.3.14 in package.json. Add .bun-version so CI
and local installs resolve the same Bun version instead of drifting
against the type pin.

Fixes CL-7125.
